Records Request
Police reports are available through the Records Division as a convenience to victims. The primary goal of the Records Division when releasing police reports is to protect the rights of those individuals named in the report. As a result, police reports can be retrieved from the Records Division for the following persons:
Persons involved in the incident (victim, suspect, property owner); family members of persons involved in the incident if the person involved in the incident is deceased (death certificate required) or incompetent (statement from doctor on letterhead required); and witnesses to an incident,
Insurance company of the victim, property owner or other party.

May I obtain a copy of a police officer's discipline file?
No. These records are closed under Missouri Revised Statute section 610.021(13) and 590.502(14).
Can a criminal defendant access police records related to his pending case under the Sunshine Law?
No. Attorney General Opinion No. 200-94 states that if criminal charges are filed, disclosures of police reports should occur under the applicable Rules of Criminal Procedure promulgated by the Missouri Supreme Court. As a result, the defendant is generally required to seek his disclosures from the prosecuting attorney and not the law enforcement agencies directly.
